Castiel is in the mental hospital, having taken Sam's place there, along with all the jagged edges of his memories. It meant it would be a lot harder for Dean to track him down. Or figure out that he wasn't in their world.
"Anyway. He'll be fine." Probably.
And then she does THAT and he has to stop and stare for a minute. "Was that an application of your kind of magic?" Hey, he has to ask. "And yeah. Though God's been on walkabout for...the vast majority of humans being on Earth, apparently."
